Should the phrases of Wudu during Ghusl be spoken aloud or silently? And should Masah (wiping of the head) be done during Wudu?

Say “Bismillah-hir-Rahman-nir-Rahim” before entering the washroom. Any other recitation should be done silently in your heart. (Masah is not explicitly addressed in the original answer.)
