Is it permissible for a married woman to pray for a better partner if her husband is not fulfilling her rights?

Yes. A woman may pray to Allah and even perform Istikhara if her husband is not fulfilling her rights. Seeking Allah’s help is not only allowed but encouraged. Marriage requires effort from both spouses; however, sometimes problems exist because of poor communication or stubbornness from either side.
