Is doing this permissible (shar'an durust) in Islam?
Does this act fall under the category of deception (dhoka) or forbidden earnings (haram kamai)?

You mentioned that you created your ID on Upwork/Fiverr and offered a skill that you do not possess, but what you do is connect with people, get the work completed, keep your share, and hand over the remaining portion to the person who accomplished the task. This is exactly what happens, and there is no harm in this.
Do one thing: correct your choice of words.
Instead of saying, "I will do these things," you can say, "I can take responsibility to have things done in a perfect/social way."
Use words like that. This is how it happens: I take my share and give the work/project to someone else.
