Question 1: You mentioned that in the third and fourth rak'ah (unit) of a four rak'ah Fard (obligatory) prayer, one should not recite a Surah after Surah Al-Fatiha. Please explain why this is the case, while we do recite a Surah in the third and fourth rak'ah of a four rak'ah Sunnah (recommended) prayer. Question 2: What are the rulings regarding raising the finger (shahadah finger) during Tashahhud? Should the index finger be raised as soon as one sits for Tashahhud and kept raised until the end, or should it only be raised upon reciting "Ash-hadu an la ilaha illallah..." and then lowered? Question 3: If there is no difference between the prayer of a man and a woman, why do men fold their hands above the navel (or below), and women fold theirs on the chest?

You asked why we do not recite an additional Surah after Surah Al-Fatiha in the third or fourth rak'ah of prayer? This is because the Prophet (peace be upon him) did not recite one.
The second question was about raising the finger during Tashahhud. There are several methods for this:
To raise the finger as soon as one sits for Tashahhud and keep it raised until the final salutation.
To keep the finger in continuous motion.
To keep the finger raised and in motion from the pronouncement of Shahadah (in Tashahhud) until the salutation.
To raise the finger at the Shahadah (declaration) and recite the rest without raising the finger.
The interesting thing is that all these methods are permissible (Jaa'iz).
