I live in china temporarily plan to move back to pakistan.
Praying outside in public is not allowed here and finding mosques outside with kids is hard as we have to commute by bus, subway or public transport. Normally we stay at home and pray our own jamaat but sometimes we have to go out for a day out like taking kids to park/zoo resturaunt and we plan ahead and join prayers if we anticipate that we would not be able to pray on time. Is this okay to do? I asked Khalil ur Rehman chishti sahib and he replied this is baseless act and i should move back to pakistan. Which we plan to in future. What do you suggest in our situation?

Your point is valid. Just consider how many compromises one has to make in a non-Muslim state (Darul Kufr).
Because we continually make compromises in our daily routine, this issue doesn't trouble us too much. But think how upsetting it is: you cannot hear the Azaan (call to prayer), you cannot pray in public, nor can you observe the full Hijab, and so many other things.
This is precisely why residing in a Darul Kufr is generally not permissible, except out of dire necessity or compulsion. It is very good that you plan to move from there to a Muslim state. It truly is a state of great helplessness/misery.
