If there is a child who is 9–10 years old, is it permissible to shake hands with them? Generally, children shake hands, or sometimes, their hands might touch while playing.

Technically, you can shake hands, but children nowadays can be mischievous/precocious; even their gaze can be strange. Social media has normalized a lot of things, and those children who 'understand' or closely observe women should be avoided. Otherwise, technically, there is no harm if he is not an adult.
