The question is, if a person secures a job for someone, and it is the job/business of this person to build contacts to secure jobs for others, and then after the job is secured, 40% of the first salary must be paid as a one-time fee to the person who secured the job. Is it permissible to give 40% from one's salary in this manner? Is this not considered Riba (Usury/Interest)?

A lot of organizations are working on this, and many people who have personal connections also facilitate it. They kind of arrange 'tuitions' (private lessons) for you. Similarly, I saw this recently: my mother suffered a brain hemorrhage, and there was a man who provided these trained nurses. If the nurse charged us 2,000 rupees per day, that man would keep a certain percentage for himself and give the rest to the nurse. Is this permissible? This wouldn't count as the price of usury/interest (sūd) but rather for his efforts, as he has to establish connections in ten places, and he also has to follow up. We pay him money to save ourselves from doing that work. So, that's okay.
