I wanted to ask: when the call to prayer (Adhan) is happening, or when reciting the Qur'an while holding the Mushaf (physical book), if a woman does not cover her head with a dupatta (scarf), people around consider it ill-mannered. If we cover our heads to respect the people's view, will this be considered a Bid'ah (innovation in religion)? Because many people call it Bid'ah."

Your question is that some people cover their head with a dupatta during the Adhan or Qur'an recitation, while others consider it ill-mannered if one does not cover it. And if one does cover it, it is considered Bid'ah (innovation). The point about Bid'ah is technically correct because such a practice did not exist in the time of the Prophet Muhammad (peace be upon him). However, I also find it very strange when the Adhan is happening, and people are completely unaffected. Even though it might not be a Sunnah, one should act with manners and respect. If an uncovered girl comes to a gathering of Qur'an recitation, she should be gestured to cover her head with a dupatta. Just as pointing one's feet towards the Qibla is not explicitly wrong, but many of us refrain from doing it out of respect. Similarly, we should cover our heads during the Adhan and Qur'an recitation.
